Sorry, that's not possible. This file is always a portable SQL Compact Edition file.
There's no need real for it; the file is rarely accessed; The Manager application only consults it when a change is made. The Egnine application only reads the configuration when the Engine starts and when a configuration change occurs.
Passwords in the file are, of course, encrypted. For ultimate security, it's wise to set the correct NTFS permissions on the CONFIG.SDF file, and possibly encrypt the file, for example, with a private key via Windows EFS.
